Question Positive voltage detection on a gas meter?

When locating a Single residence, I got a positive response from my voltage tester, when I tested the gas meter (we're required to test them).
My box was off, not connected, and the meter was not near any electric source.
Is this normal? What does this mean?
    Has anyone else experienced this?
    Thanks.

Could there have been phone, cable, satellite or something like that using the meter for a ground? It may even be inside the home.

Actually, I have seen sparks when connecting in telephone peds. Most of the time it's simply induction somewhere.
