I am a locator who is has joined (unknowingly - my boss at the time signed me up), I have never recieved anything from NULCA informing me of meetings or any publications.
I have read a good portion of the replies. It seems to me that "we" as locators need to take it upon ourselves to create an association that sites our needs and wants (that are valid) for us to be able to do our jobs to the best ability possible. I think there should be an industry standard, although it take legistration from government to make all the states comply.
As far as the governing body at NULCA being made up of owners/executies (from what I've read), I think it would be harmful for them to hinder such a thing. This would only benifit those involved in the industry.

There should be associations in each state, broken down by areas, that help with the quality and standards that good locators do their best to follow.
