If those flags are short like the ones we use -12"- then the water is only 6 inches deep. That's what I call an 'Optical Conclusion'.

Your assuming that the water was there when they did the locate. I'll give you that the puddle may be deeper than 6 ", but i'm pretty sure quite a bit of us have trudged through worse stuff than some dank water.

I have personally been up to my knees (without the muck boots) in mud and cow s$@#. The little ole lady was nice enough to call the office an hour after we started to let us know it was "a little" muddy. I had to hose off my pants and boots before I got back in the truck, but the smell lasted all day.

The ticket was for ditching due to flooding, so I'm assuming the telephone guy marked it with wadders on.
