always wondered who actually enforces one call laws, apparently its the attorney general of each state?

Depends on the State, most are enforced by Public Utility Commission or its State equivalent, there maybe a handful that are enforced by the AG's office.

This stood out to me "Iowa's One Call Center is reached at 1-800-292-8989, Miller said. It is located in Davenport and is open 24 hours a day, seven days a week. A team of 40 customer service personnel handle about 40,000 calls a month during peak seasons. "

We receive over 10,000 a day here in North Texas during peak season - and that only covers about 1/3 rd of the State.

man is definitely not a locator, or at least he never had to locate plastic gas lines and such
