    Default No markie, no payee!

Supposedly the other day a contractor called in a ticket for the intersection and DOT didn't mark out the traffic line. The contractor said he contacted the DOT after hitting the unmarked traffic signal. The DOT stated he should have called them and they were not members of the ONE CALL. Not sure if I buy that a DOT is not a member, but let's say you weren't. Is there a law that requires you as a underground utility owner to be a member of 811?

And if this the case, DOT didn't respond to 811...the contractor better tell the DOT to take the bill and STICK IT!?!?!?

Good Luck. Piss off a government agency and see what hell reigns down on any excavating that that company will do in the future. I've seen our DOT sit on approvals for 6 months and still refused to pay for any down time or delay the project incurred. It sucks, but its what happens.

I asked the local head of the DOT in my area about this a year or so ago, thinking maybe I could get a cushy job for the state locating traffic signals and highway lighting. He said they don't own any of the traffic lights, or highway lighting in the county, that they are owned and the responsibility of the municipality in which they are. Makes sense why they're never marked...

Depends on the State, but in most states only gas, electric, telecom utilites are required to be a member of the One Call System, in SOME states water and sewer utilities are also required. Every one else has to be notified by the excavator. So much for the One Call huh????

Most one-calls have a tiered system. Tier 1 recieves tickets as they are called in, that's what all of our companies use. Tier 2 have to be contacted by the excavator in order to show up. Why the difference? Tier 1 members have to pay per ticket that the one-call sends to them. Tier 2 pays a once a year fee to have the operators tell each caller to call the Tier 2 member. As far as I know there is no requirement of any utility to be a Tier 1 member. After all, I know that Denver municipal water is not a Tier 1 member. Makes no sense, but what does in this beuricratic mess?
