    Dragon,
Level 3 Communications is a business class fiber optics company that uses in house locators here. They are primarily in hi-tech areas from what I've seen of them. Their locators have a pretty sweet deal. They don't have to hook up to locate. They make a call and the fiber is lit up so all they have to do is mark it out. I've noticed that their duct runs are combined with Quest communications and AT&T in the areas that they serve here.

Here Level 3 runs with FPL Fibernet and XO Communication in a 20 way duct run. Level 3 also has gobbled up 6-7 other major fiber companies. Level 3 here uses Sunbelt to locate their fiber. They do us a LMS on their fiber. I can turn it on and locate on 512. Be nice if all fiber did that.

These guys pretty much nailed it, the only thing I can add is that in my area, they have one "in-house" locator that oversees two contract locators. These Contract locators are privateers. They have to use their own vehicle, but are supplied equipment and a gas card.
