    seems like a extremely large waste of time... pictures should be taken of every locate... much easier to win in court with pictures

    Not necessarily Fios, many courts have refused to allow digital pictures entered as evidence because they can be manipulated/changed with various types of software. A good, detailed sketch that is time stamped when created and archived properly has never been denied by any court that I am aware of. Film pictures were/are great, but hard to get good detail from the disposable ones out there now.

    I like a 2 page NCR form, you can sketch the locate on it.. being careful to show limits of the locate, have them sign off on it and you have a copy.
    The fact that they signed-off on your graphic is pretty firm in court. How accurate the drawing is, is debatable. "Not to scale" doesnt help.
    A photo 'should' be reliable, but with the tech out there..

    Is the best CYA to just provide them with a copy of the drawing you have been given to locate with ??

    The problem wit film is expenses. It costs a lot of money to process all those pictures. Plus you have to pay someone just to handle them to and from a processor. Sort and put each photo with it's locate file. At least it is very expensive for a firm with a lot of locates.
