That locator was probably being as safe as he could possibly be. He probably had cones out, a safety vest on with refletive tape, had his beacon light on with flashers and was watching and listening closely to traffic.
But it's not enough. It's NEVER enough. You could be the poster boy for safety in the industry and even then you could end up like this unfortunate gentleman. All it takes is one A$$hole driver not paying attention, fiddling with his phone or radio, dropping his sloppy joe in his crotch, or just plain drunk. The equation for disaster can be put entirely on the driver. Being in the road is inherently unsafe.
Be safe all you want. It's NEVER. ENOUGH.
