Since the it looks like the planting are done there and they are ready for mulch I would probably just "dot" it on the plastic. I wouldn't leave it with no marks just in case they wanted to replace one of the bushes with a bigger one.

They are going to either mulch or rock over this... I don't know that I would have actually striped that, but I definitely would have dots and flags.
paint the plastic flag outside the plastic since it is a weed barrier and hole from the flags even with mulch they will come thru sooner or later

Dots and flags.... mostly dots. Unless it was a onecall for planting those bushes then the work is done and no need for paint.

My 2 cents. Normally I dot in this situation. Depending, however, on the condition of the plastic, I will stripe vs. dot. If the plastic is crap then I don't care. If plastic is in good shape then I dot.
As for the shadow of the photographer... completely unacceptable.
