Where is the common sense?

So there I am, waist deep in a conversation with a co-worker about what he can do to keep his job. I've been directly working with him for about two months or so trying to help him understand what exactly we do here. You figure I wouldn't have to describe these tasks in that much detail to someone who has almost 1/3 more time locating then I have. But I do.

Our conversation is taking place while we search for the infamous PVC conduit. I'm pushing a fishtape into the conduit and I am out about 70' or so and real close to the junction boxes that this conduit is supposed to come up in.

I start to open the junction box so we can watch the fishtape come through the opening of the conduit to verify which conduit it is that everyone wants us to find.

This whole time, my coworker is telling me how he is going to give it his all, and how he's super focused and how he is not going to make any stupid mistakes anymore, and how shocked he is that his locating experience is simply overlooked by these mere imperfections of the other "Minor" aspects of the job.

I then look to him and ask him to watch the conduits, and to let me know which conduit the fishtape comes out of. I then proceed to go over to shove the fishtape the last 10-15 feet more. I'm about 10' further when I see him giving me the "Thumbs up" sign vigorously. So, I start to wind up the fish tape and walk over to him.

I finish reeling the fishtape in and I ask " So, Which one did it come up in?"

Do you know what he said?

"I don't know, I didn't see it, but I heard it really good."

I imediately say some things that I probably shouldn't of, but I ask him a follow up " could you hear which one it was in?"

He says, "uhhhhh, no, I could just tell it was coming from one of these two junction boxes."

Am I wrong to think that i'm not the only "F" ing locator out here that this simple lack of attention pisses off?

I mean, he's smack dab in a diatribe that consists of him being a better employee and how he's not going to make stupid mistakes anymore, and then he pulls this crap.

And So I don't look like a Iron fisted tyrant, this isn't the only thing he does, this just happens to be the thing he did right before quiting time.

And why is he still employed? One rule I do have in this business is that you have to have common sense, and that is what training is supposed to accomplish - who is competent to locate and who is not. I know there is some grey area there, and lord knows I wasn't the sharpest tool in the shed when I started out in this field of work, but.........God! Someone needs to take him for a serious talk, in a very quiet place.
